The staffers of the National Police of Ukraine, the prosecutor`s office, the court, the National Anti-Corruption Bureau, expert institutions, practicing lawyers, scientists, and cadets from Kharkiv, Volyn, Ivano-Frankivsk, Odesa, Donetsk, Zaporizhzhia, Kirovohrad and Dnipropetrovsk regions and the city of Kyiv took part in the discussion of problematic issues related to the application of criminal and criminal procedural law, issues of forensic orientation.
The event was opened by the deputy director for Educational and Research Activities of KRESI Tetiana Rekunenko, the deputy director for the organization of service and material support Artem Shapar and the dean of the Faculty of training specialists for units of the National Police Oleksii Tsyrkan.
Oleksii Tsyrkan noted: “Today’s conditions make corrections not only in the everyday life of citizens but also in the criminal procedural justice of Ukraine. The latter changes and adapts to the conditions of operation of the legal regime of martial law. The novelties of the criminal procedural legislation, adopted in the conditions of military aggression, require not only direct implementation during the pre-trial investigation but also a thorough study of theoretical provisions and of scientists’ considerations.
The first deputy head of the Department of Internal Security of the National Police of Ukraine Ruslan Yatskevych welcomed the participants of the round table, he told that at the beginning of the full-scale war on the territory of our country, the National Police of Ukraine faced new challenges, which demanded immediate and timely responses to war crimes. In particular, new tasks regarding the detection, documentation, and investigation of this category of crimes emerged.
Ruslan Yatskevych emphasized the importance of focusing on considering problematic issues of war crimes investigations, he also gave an assessment regarding the application of criminal law norms’ efficiency in view of countering the activities of criminal communities.
The participants of the round table “Actual issues of pre-trial investigation” discussed the following themes: observance of human rights during criminal proceedings, settlement of criminal process terms, the procedure for conducting public and secret investigative (search) actions, regulation of powers of the participants in criminal proceedings and their interaction with each other and other issues related to the implementation of criminal proceedings.
The meeting became a platform for sharing experiences, ideas, and development of new approaches for activities of pre-trial investigation bodies improvement, prosecutor`s office and court.
The event was organized by the scientists of the department of organization of pre-trial investigation KRESI DonSUIA.
