The event was held at the educational location of the University “Site of artillery shelling”, which is a site with buildings in a half-ruined state (with an imitation of an artillery shell hit). To update the professional competencies of future law enforcement officers, representatives of different law enforcement bodies who have experience in conducting stabilization measures and documenting crimes committed during the armed conflict took part in tactical training.
Tactical training was conducted in two stages. At the first stage, experts of the state service for emergency situations, emergency medical aid showed the participants the algorithms of actions at the place of artillery/missile fire in order to identify the injured citizens, provide them with medical aid and ensure their security. The representatives of the Department of Explosive Service of the National Security Service of Ukraine in the Kirovohrad region noted the peculiarities of the interaction of explosives specialists with the members of the investigative and operational team at the scene of the incident. They pointed out that immediate examination of the scene, which is related to the artillery/rocket attack, is to be carried out by explosives specialists. Before their arrival, an inspection of the scene is not carried out.
In order to ensure the safety component, the instructions of explosives specialists at the scene on the identification of dangerous for people areas, safe behavior and handling of explosive materials are mandatory for all police officers.
At the second stage, the members of the investigative-operational group developed their skills. University cadets – future investigators, criminal detectives, district police officers under the guidance of the representatives of investigative department, criminal investigation department, and the department of preventive activities of the HONP in the Kirovohrad region designated the powers of the representatives of different police units at the place of an imaginary artillery shelling of a civilian object. Special attention was paid to the interaction of different police units in recording information about the circumstances of a committed criminal offense, including the use of photo and video recording.
Based on the results of the complex tactical training, the university cadets determined the powers of the staff of different police units at the site of a conditional artillery/missile attack regarding the inspection and removal of the ammunition, explosive materials, devices, substances, and also increased the level of readiness for independent performance of duties during the service in conditions of martial law.
