With the support of the International Committee of the Red Cross, a specialized learning object “International Humanitarian Law Center” began its work at the University. Its aim is learning, investigating and harmonizing Ukrainian legislation in accordance with EU legislation with the aim of humanizing the conduct of military operations and relieving the suffering of war victims.
The opening was attended by: Regional Police and Security Forces Delegate Halit Bulanikli, Police and Security Forces Program Advisor Dmytro Dvornyk, Police and Security Forces Program Assistant Vadym Ksheminskyi, Police and Security Forces Delegate Maxym Gutov, Protection civil population officer Elina Shyshkina, Senior Specialist of the Department of Population Protection Olha Nikitina.
On behalf of the rector of the University Serhii Vitvitvitskyi the first vice-rector of the DonSUIA Ehor Nazymko thanked the international community for understanding and comprehensive support: “This specialized room is a symbol of fruitful cooperation between the ICRC and DonSUIA in terms of preservation and humanitarian support of the country. There will be daily classes aimed at training human rights defenders to eliminate the consequences of the armed conflict on the territory of Ukraine.”
Halit Bulanikli noted that it was very important for the ICRC, that those who would study here receive key messages regarding International Humanitarian Law and International Human Rights Law. He promised to continue to help the Center, in particular, with educational literature.
The tasks of the Center for International Humanitarian Law are:
– implementating and teaching modern interdisciplinary courses on international humanitarian law for bachelors, masters, postgraduates and doctoral students of the University;
– researching of means and methods of legal regulation of the conduct of hostilities;
– increasing the level of knowledge and awareness among students and representatives of the academic community of Ukraine on issues of protection of civilians and those who stopped participating in armed actions (wounded and deprived of liberty);
– writing and publishing scientific works on IHL;
– conducting youth informational campaigns on international humanitarian law;
– organizing informational, educational and scientific activities aimed at identifying the main practical problems in the field of international humanitarian law, and determining short-term and long-term development priorities, as well as their further implementation by the relevant parties;
– monitoring of the existing problems of international humanitarian law and search for their solutions by cadets, students and scientist of DonSUIA.
