Among the participants of the professional discussion on issues of compensation for damages to communities, citizens and enterprises were representatives of the judiciary, the Armed Forces of Ukraine, lawyers, scientists, and practitioners.
The first vice-rector of the University, Yehor Nazymko, opened the scientific and practical round table and welcomed the participants on behalf of the rector of the DonSUIA Serhii Vitvitskyi: “The theme of the event is highly topical for the recipients of the situation that arose as a result of armed aggression of the Russian Federation against Ukraine. Currently, there are many individuals and legal entities in Ukraine who need help in compensating for damages. In this case, one specialist or one direction of activity cannot provide the solution to this problem.
Our partners, who are leaders in dealing with these issues, joined the work of the round table. This is the Mariupol City Council, which demonstrates the most professional practices of helping both the residents of the city of Mariupol and the citizens of Ukraine in general regarding the development of a mechanism for compensation for damages, the formation of precedents regarding filing of collective lawsuits. Specialists in procedural law, of both civil and criminal processes, were also involved.”
The first vice-rector noted that a third of the DonSUIA staffers lost all their property due to the fact that it was located in Mariupol. Therefore, the issue of compensation for damage is global for the University staff. The central and unifying theme of the scientific and practical round table was the report of the Director of the Legal Department of the Mariupol City Council, Svitlana Shtenda, on the theme “Peculiarities of practical application of the Law of Ukraine 2923-ix dated 23.02.2023 on compensation for destroyed/damaged real estate objects for the occupied territories, practical aspects of implementation, nuances and gaps in legislation”.
The participants of the round table considered: the normative and legal definition of genocide, ecocide, ethnocide and lingucide as offenses committed during Russia’s military aggression in Ukraine; the legal status and state guarantees of the families of those missing in war; peculiarities of trials on compensation for damage caused as a result of armed aggression of the Russian Federation and other issues within the scope of the round table.
