As part of implementing international research project “Police Prevention of Dangers in Ukraine” funded by the Philipp Schwarz initiative of the Alexander von Humboldt Foundation, a delegation from the Donetsk State University of Internal Affairs took part in the workshop “German-Ukrainian Police Dialogue”.
The event, which took place at the Institute of East European Law in Regensburg, the Federal Republic of Germany, brought together leading German and Ukrainian scholars, representatives of the National Police of Ukraine, experts in the field of law and security, who, for two days, had been discussing modern challenges in the field of security and public order protection in the form of an open discussion.
The following welcomed the participants: Dean of the Faculty of Law of the University of Regensburg, Professor, Dr. Alexander Grazer; Rector of the DonSUIA, Doctor of Law, Professor Serhii Vitvitskyi; Consul General of Ukraine in Munich Yurii Nikitiuk; and President of the Upper Palatinate Police Thomas Schöniter.
The first day was devoted to the discussion of police law in Germany and Ukraine. The participants listened to the report on relationship between the fundamental rights and police law, presented by Head of the Department of Public Law, in particular German and European Administrative Law at the Faculty of Law of the University of Regensburg Professor Dr. Gerrit Mansen. The former president of the state police, Honorary Professor of Law at the University of Regensburg, Professor, Dr. Wilhelm Schmitbauer focused the attention of those present on current issues of preventing and eliminating dangers through the use of enforcement measures. Of particular interest was a comparative legal analysis of German and Ukrainian police law, presented by the invited researcher of the Institute of East European Law, Candidate of Law Yuliia Tsurkalenko.
A report on selection and qualification requirements for candidates for the Ukrainian police was presented by Deputy Director for Educational and Research Activities of the E.O. Didorenko Educational and Scientific Institute for Training Specialists for Criminal Police Units, Candidate of Law, Professor, Police Lieutenant Colonel Olha Merdova.
In his report “Peculiarities of Ukrainian Police Work in Wartime,” Director of the E.O. Didorenko Educational and Scientific Institute for Training Specialists for Criminal Police Units, Doctor of Philosophy, Police Colonel Mykola Tyshlek, highlighted key challenges and successes of law enforcement officers.
The second day of the event was dedicated to the current topic of cyclist safety on the roads of Germany and Ukraine. The participants discussed safety issues in schools during martial law, involvement of children and adolescents in bicycle accidents, and structural aspects of teaching children to ride a bicycle.
