A meeting dedicated to the peculiarities of using a lie detector in law enforcement activities «Polygraph: a tool for establishing the truth or a challenge for human rights?», was held for higher education seekers of the Educational and Scientific Institute of Law and Social Management of the DonSUIA.
The invited speaker of the event was Yevhen Kurta, member of the All-Ukrainian Association of Polygraph Examiners, Candidate of Law, Associate Professor, and polygraph expert with many years of experience in law enforcement activity.
During his speech, he focused the participants’ attention on key deontological and procedural aspects of using the polygraph. In particular, he discussed the mechanisms for recording physiological reactions, the possibilities of counteracting the detector, the legal status of polygraph test results and their relationship with the principle of the presumption of innocence.
Special emphasis was placed on the ethical dimension of the polygraph use – balance between the need to solve crimes and compliance with constitutional human rights, in particular the right to privacy and the right not to testify against oneself, guaranteed by Article 63 of the Constitution of Ukraine.
Those present also considered the role of the polygraph during personnel selection for law enforcement agencies as a tool for ensuring integrity.
