A regional forum “Human rights protection through the prism of democracy. Challenges and successful practices” was held in Kropyvnytskyi on the initiative of the representative of the Verkhovna Rada of Ukraine’s Commissioner for Human Rights in the Kirovohrad region, Halyna Luhova.
Dmytro Lubinets, the Commissioner for Human Rights of the Verkhovna Rada of Ukraine, addressed the audience with a welcome speech. He emphasized the relevance of the discussed topic, because the issue of human rights is the foundation of a fair, equal and democratic society.
“Democracy is a tool that helps build a society based on respect for the dignity of every individual. However, its protection and development require efforts, courage and readiness to implement changes,” said the Ombudsman of Ukraine.
The event was attended by: Inna Chernova, head of the Main Department of the National Social Service in the Kirovohrad Region; director of the social protection of the population department of the Kirovohrad Regional State Administration Oleksandr Doharov; Inna Turova, head of southern regional center of the Coordination Headquarters for the prisoners of war treatment, head of the Kirovohrad Regional Prosecutor’s Office Yan Streliuk; judge of the Court of Appeal Liudmila Diomych; first deputy head of the SSU department in the Kirovohrad region, experts and heads of public organizations.
At the forum the Donetsk State University of Internal Affairs was represented by higher education seekers of the faculty of training specialists for pre-trial investigation units and a gender advisor Alina Skliar.
They joined a discussion regarding the search for mechanisms to overcome the challenges of human and citizen rights violation; prospects for observing the rights and freedoms of a citizen; observance of children’s rights in institutions; reintegration of those released from captivity after their return; human rights and national security as objects of legal protection of the population; observance of the right for a fair trial in conditions of war.
Particular attention was paid to the need of finding a balance between the protection of human rights and national security measures, because excessive control or restrictions can lead to violations of basic freedoms.
The participants of the forum admitted that only through dialogue, partnership and citizens’ activity we can build the society where human rights are protected and democracy is sustainable.
