The III-rd International Scientific and Practical Conference «Current Issues of Training Specialists for the Security and Defense Sector in Wartime Conditions» was held at the Donetsk State University of Internal Affairs.

The event brought together a wide range of scientists and practitioners: more than 200 scientists from 30 higher education institutions of Ukraine, as well as leading experts from Germany, Belgium, Great Britain, Northern Ireland, Lithuania and Spain, participated in the forum, which demonstrated a high level of international scientific representation.

The DonSUIA rector, Serhii Vitvitskyi, addressed the participants with a welcome speech, emphasizing the significance of the conference, as it was timed to the 65th anniversary of the Donetsk State University of Internal Affairs – an institution that, despite tough challenges of today, retains its scientific potential, educational traditions and capacity for further development.
Then, representatives of state authorities and law enforcement agencies addressed the audience with greetings. In particular, State Secretary of the Ministry of Internal Affairs of Ukraine Inna Yashchuk; Commissioner for Human Rights of the Verkhovna Rada of Ukraine Dmytro Lubinets; Deputy Minister of Education and Science of Ukraine Mykola Trofymenko; Deputy Minister for Veterans Affairs of Ukraine Farkhad Farkhadov; Deputy Head of the Department for Citizenship, Pardons, and State Awards – Head of the Department for Pardons of the Office of the President of Ukraine Dmytro Zhuravlev, People’s Deputy of Ukraine, Deputy Head of the Committee on Law Enforcement Activities of the Verkhovna Rada of Ukraine Halyna Mykhailiuk; Deputy Head of the Committee on Foreign Policy and Interparliamentary Cooperation of the Verkhovna Rada of Ukraine, People’s Deputy of Ukraine, Academician of the National Academy of Sciences of Ukraine Oleksandr Kopylenko; People’s Deputy of Ukraine, Head of the Subcommittee on Organization of Public Security and Order Oleksandr Danutsa, Director of the Department of Activities Organization of the Ministry of Internal Affairs of Ukraine Yuliia Oleksiienko; Deputy Head of the National Police of Ukraine – Head of the Criminal Police Andrii Nebytov; First Deputy Head of the State Emergency Service of Ukraine Vitalii Myroniuk; Director of the Department of Education, Science and Sports of the Ministry of Internal Affairs of Ukraine Oleksandr Tarasenko; First Vice-President of the National Academy of Legal Sciences of Ukraine Oleksandr Bandurka; Academic Secretary of the Department of State, Legal Sciences and International Law, Corresponding Member of the National Academy of Legal Sciences of Ukraine Tetiana Kolomoiets.
Representatives of the regional bodies of state policy in the field of training specialists for the security and defense sector were also present. In this context, the following spoke: Deputy Head of the Kirovohrad Regional Military Administration Kateryna Koltunova; Head of the Kirovohrad Regional Council Yurii Drozd; Head of the Donetsk Regional State Administration, Head of the Donetsk Regional Military Administration Vadym Filashkin; and Head of the Chernivtsi Regional Military Administration Ruslan Osypenko.
At the same time, the strategic position of central bodies within the framework of an inter-institutional approach to training specialists in the security and defense sector was reflected in the reports of Head of the Department of Strategic Investigations of the National Police of Ukraine Andrii Rubel, Head of the Department of Preventive Activities of the NPU Maksym Akhramieiev, and Head of the Main Department of State Emergency Service of Ukraine in the Kirovohrad region Oleksii Rodionov.
A scientific and practical aspect of the discussion was revealed in the reports of Head of the Main Office of the National Police in Kirovohrad region Andrii Dubrova; Head of the Main Office of the National Police in the Zaporizhzhia region Artem Kysko; Head of the Main Office of the National Police in the Kherson region Roman Koziakov; Head of the Main Office of the National Police in the Mykolaiv region Serhii Makhno; Head of the Main Office of the National Police in the Ivano-Frankivsk region Serhii Bezpalko; Head of the Main Office of the National Police of Ukraine in the Chernivtsi region Viktor Nechytailo; Head of the Main Office of the National Police in the Cherkasy region Yaroslav Mezhennyi; Head of the Strategic Investigations Unit in the Kirovohrad region of the Strategic Investigations Department of the National Police of Ukraine Dmytro Yandovych.
A separate block of the conference was dedicated to academic and managerial approaches to training specialists, presented by rectors of higher education institutions with specific training conditions: Ruslan Serbyn, Valerii Sokurenko, Dmytro Bondar, Dmytro Shvets and Viacheslav Davydenko.
The final focus was consideration of key areas of scientific debate outlined by leading Ukrainian scientists and international partners. They formed the basis for further professional discussions on a wide range of issues related to training security and defense professionals under martial law.
