The All-Ukrainian Scientific and Practical Conference «The National Police of Ukraine in the Formation of a Safe Environment: Science, Practice, Innovations» was held at the Donetsk State University of Internal Affairs.
In the context of ongoing armed aggression against Ukraine, issues of security, protection of human rights and effective interaction of state institutions are becoming particularly relevant. This was emphasized by the DonSUIA Rector Serhii Vitvitskyi during the conference opening. In his speech, he also emphasized the key role of the National Police in ensuring law and order, protecting citizens’ rights and forming a modern security environment.
Expanding upon the matter of strategic importance of science and education for the security sector, the participants were addressed by Yehor Nazymko, Deputy Director of the Department of Education, Science and Sports of the Ministry of Internal Affairs of Ukraine, Head of the Science and Innovations Unit. He focused on the role of departmental science and education in shaping modern security policy of the state and training highly qualified personnel for the system of the Ministry of Internal Affairs of Ukraine.
At the same time, Head of the Department for Supporting the Activities of the Head of the National Police of Ukraine, Valerii Koba, emphasized that an effective security environment in wartime is the result of consolidated interaction between the state, the police, territorial communities, educational and scientific institutions, as well as civil society.
The conference participants paid special attention to the issues of child safety and educational environment. Head of the Department of the Organization of the Educational Security Service of the NPU, Nadiia Sytnyk, emphasized the importance of developing educational security service, protecting children’s rights, and forming trusting relationships between a child and a police officer.
A practical aspect of the interaction between science and law enforcement activities was highlighted in the speech of Artem Soltan, Deputy Head of the Main Office of the National Police in the Kirovohrad region. He drew attention to the need to closely combine scientific developments with practical police activities so that modern researches should become effective tools for improving the law enforcement system and strengthening citizens’ trust in the National Police of Ukraine.
The conference continued in the format of a plenary session, during which leading Ukrainian scientists and practitioners presented their reports. Among the participants were representatives of the Patrol Police Department, the Department of the Main Inspection and Human Rights Compliance, the main departments of the National Police in the Dnipropetrovsk, Donetsk, Zaporizhzhia and Kirovohrad regions, as well as scientific and pedagogical staffers of higher education institutions of the Ministry of Internal Affairs and the State University of Economics and Technologies.
The topics of the speeches covered a wide range of topical issues related to the activities of the National Police in the context of modern security challenges. The participants discussed the role of juvenile prevention units in creating a safe educational environment, positive practices of patrol police regarding child safety, implementation of security strategies in educational institutions, ensuring human rights in policing, and functioning of the Custody Records system.
In addition, significant attention was paid to the issues of police interaction with local governmental bodies and territorial communities, documentation of war crimes in conditions of massive shelling, administrative and jurisdictional activities of the police in cases of administrative offenses, the exercise of powers during mobilization measures, combating domestic violence, preventive work with children and the prospects for the implementation of local public safety councils in Ukraine.
