The Donetsk State University of Internal Affairs served as a platform for a roundtable discussion on the topic: “Corruption Risks in the Activities of the Ministry of Internal Affairs under Martial Law and Post-War Restoration of Ukraine.” The event was held as implementation of the Anti-Corruption Program of the Ministry of Internal Affairs of Ukraine for 2023–2025.
The meeting was opened by Anatolii Fodchuk, head of the Corruption Prevention Department of the Ministry of Internal Affairs of Ukraine. The University rector, Serhii Vitvitskyi, addressed the participants with a welcome speech, emphasizing the importance of transparency, integrity, and accountability in the work of the bodies of the Ministry of Internal Affairs system. He also noted that the level of citizens’ trust in law enforcement agencies is a determining factor in the successful recovery of the country and the development of a democratic state.
The congratulations were joined by coordinator of the NATO-Ukraine Integrity Education Program, Maryna Kohut, and head of the Kirovohrad Department of the Internal Security Department of the National Police of Ukraine, Ihor Matviichuk.
The event was attended by over 100 representatives of the Ministry of Internal Affairs of Ukraine, the NATO-Ukraine Integrity Building Program, the National Agency on Corruption Prevention, the National Police of Ukraine, the National Guard, the State Emergency Service of Ukraine, the National Social Service, public organizations, higher education institutions with specific learning conditions, and other institutions under the jurisdiction of the Ministry of Internal Affairs.
Among the main speakers of the round table were: head of the Department for the Implementation of Anti-Corruption Policy in the Fields of Economy and Law Enforcement of the NACP Inna Zaporovska; deputy head of the Department of the NACP, head of the Educational Work Department Alena Khylko, expert on civil service and anti-corruption compliance, integrity trainer Olena Karpova; head of the corruption prevention department of the Main Office of the National Police in the Kirovohrad region Iryna Mandolina; expert of the Center for Political and Legal Reforms, candidate of legal sciences Olha Piskunova; chief specialist of the sector for corruption prevention of the RSC of the SSC of the Ministry of Internal Affairs in the Vinnytsia, Cherkasy and Kirovohrad regions Oleksandr Kostryk; anti-corruption compliance specialist, lawyer Maryna Sichkar.
The following issues were considered in the course of the discussion:
- corruption risks associated with non-disclosure of official information under martial law;
- working with whistleblowers;
- using digital tools in the service centers of the Ministry of Internal Affairs;
- ensuring educational integrity in higher education institutions;
- implementing gender-sensitive practices in service provision;
- lobbying in anti-corruption policy.
Following the results of the roundtable, the participants developed recommendations for the Ministry of Internal Affairs of Ukraine.
The DonSUIA continues its active work in the field of corruption prevention, involving scientists, practitioners, international partners, and the public to form modern anti-corruption policy based on the principles of transparency, integrity, and inclusiveness.
